The Committee is committed to protecting the privacy and dignity of beneficiaries. Published datasets do not include personal data or detailed information that could identify inmates, released persons or their families.

In line with the commitment of the Committee for the Care of Prisoners, Released Individuals, and Their Families to the principles of transparency, the encouragement of community cooperation regarding the care of prisoners, released individuals, and their families, and the promotion of research and innovation, this license establishes the terms and conditions governing the use of the Committee’s open data. This applies whether the data is accessed via the Committee’s website, the National Open Data Platform, or obtained through direct correspondence.

License for Open Data Users Provided by the Committee for the Care of Prisoners, Released Individuals, and Their Families:

The Committee—referred to herein as the "Licensor"—grants individuals (such as researchers and specialists)—referred to herein as the "Licensees"—the right to access and use its open data in accordance with the terms and conditions set forth below, which outline the respective rights and obligations of both parties. Licensees must accept the terms and conditions associated with this license for their use of the data to be considered authorized. This license does not establish a partnership or joint working relationship between the Licensor and the Licensees.

Legal Effect:

All users are required to comply with all applicable laws and regulations outlined in the Open Data Policy published on the Committee’s website. Furthermore, upon applying for this license, users must adhere to the legislation and regulations in force in the Kingdom of Saudi Arabia, particularly the National Data Governance Policy issued by the National Data Management Office (NDMO) under the Saudi Data and AI Authority (SDAIA).

While the Commission makes its open data available for viewing by all users, it emphasizes that every beneficiary using this data is responsible for complying with the terms, conditions, laws, and regulations issued and in force in the Kingdom of Saudi Arabia. This right is guaranteed to all beneficiaries, and the Commission confirms that it provides its open data sets free of charge.

Rights and Responsibilities of the Licensor and the Licensee:

  • The Licensor bears no responsibility for any damage or misuse experienced by others resulting from the use of data published on the Commission’s website. Furthermore, the Licensor does not guarantee the continued availability of this data or any part thereof, nor does it assume any liability toward users regarding damages or losses incurred due to the reuse of such data.
  • The Licensor is not responsible for any errors, omissions, or inaccuracies in the open data, nor for any results—such as analyses or decisions—derived from it, or for any consequences arising from its use in any form.
  • The Licensor reserves the right to modify, update, or withhold any part or all of the published open data without prior notice.
  • The Licensee is prohibited from distorting the Licensor’s open data or misrepresenting its source.
  • The Licensee is prohibited from using this data for political purposes; to support any unlawful, prohibited, or criminal activity; in comments of a racist or discriminatory nature; to incite or negatively influence culture or equality; or for any activity that is irregular or contrary to the customs and traditions of the Kingdom.
  • The Licensee is required to explicitly attribute the source of the reused information and data to the Licensor—whether via a link to its website, by mail, or through the open data platform—in order to safeguard the intellectual property rights associated with the data.

The National Committee "Tarahum" publishes open data in accordance with the principle of transparency, while upholding the privacy and dignity of beneficiaries. The published data does not include any personal information or detailed data that could identify inmates, released individuals, or their families. 
All datasets undergo review prior to publication to ensure they consist of general or aggregated data and do not reveal sensitive, operational, or financial information not intended for public release.
