A National Committee with an Integrative Vision to Serve Beneficiaries

The National Committee for the Care of Prisoners, Released Persons and their Families (Tarahum) was established as a national committee under Council of Ministers Decision No. (2), dated 1/1/1422H, to serve as a national framework concerned with caring for and empowering inmates, released persons, and their families, and supporting their family and social stability and positive integration into society. 
The Committee operates across the Kingdom through its General Secretariat and branches, in integration with government entities, nonprofit organizations, and the private sector, contributing to coordinated efforts and the development of more sustainable care and empowerment pathways that preserve beneficiary dignity and respond to their needs.

Phase One: Origins and Establishment (2001 – 2005)

This phase represented the official launch of the work of The National Committee for the Care of Prisoners, Released Persons and their Families, during which the organizational and structural foundations of the Committee were established, the scope of its mandates was defined, and the institutional framework governing service delivery mechanisms was built. During this phase, the Committee focused on strengthening the humanitarian and social dimension of care through direct support to prisoners and their families and meeting their essential needs, thereby helping reduce social impact and strengthen family stability. The phase also witnessed the first building blocks of community partnerships and cooperation channels with relevant entities, paving the way for expanding and developing services in subsequent phases.

Phase Two: Expansion (2005 – 2016)

This phase witnessed qualitative expansion in the scope of work of The National Committee for the Care of Prisoners, Released Persons and their Families, including establishment of branches and representations in each region and governorate across the Kingdom, contributing to improved beneficiary access and higher service delivery efficiency. The phase was also marked by intensified field programs and direct services to beneficiary groups, alongside development of humanitarian support programs, contribution to relief of prisoners’ hardships, and strengthening of initiatives that support family and social stability within a more comprehensive and organized institutional framework.

Phase Three: Transformation (2017 – 2019)

This phase represented an institutional turning point in the journey of The National Committee for the Care of Prisoners, Released Persons and their Families, reflecting maturity in strategic direction and alignment of priorities with national development goals. During this period, the Committee developed work mechanisms and institutional governance, enhanced performance efficiency, and transitioned from a direct-support focus to a broader approach centered on beneficiary empowerment and capacity building. The phase also included preparation of a more professional integrated development strategy that established a clear framework for goals and implementation pathways, and set the foundation for a new phase based on impact measurement and maximization of sustainability.

Phase Four: Strategy Implementation (Since 2019)

This phase marks the launch of implementing the development strategy of The National Committee for the Care of Prisoners, Released Persons and their Families, with active participation from branch committees across the Kingdom within an integrated institutional framework that strengthens effort unification and initiative alignment. During this phase, the Committee focused on consolidating institutional integration principles, improving service quality, and enhancing performance efficiency through a methodology based on impact measurement and sustainability. It also gave strong attention to developing high-value programs that achieve genuine beneficiary empowerment and produce long-term social impact that supports stability and positive integration in society.

Mandates

The National Committee (Tarahum) undertakes a national role in coordinating efforts and integrating roles among relevant entities, contributing to support of care and empowerment pathways for inmates, released persons, and their families, and enhancing opportunities for stability and positive integration in society.

Coordination of Care and Empowerment Pathways

• Coordinate with relevant entities to facilitate beneficiary access to suitable support pathways in accordance with each entity’s approved mandate.
• Support integration of efforts among government entities, nonprofit organizations, and the private sector to strengthen continuity of care and empowerment.
• Contribute to developing support pathways that address the needs of inmates, released persons, and their families while preserving dignity and privacy.

Enabling Partnerships and Integration

• Build and activate partnerships with relevant entities to expand impact and improve service integration.
• Align partner efforts and initiatives in support of national care and empowerment priorities.
• Support partners with general guidance that improves pathway quality and integration without prejudice to each entity’s mandate.

Supporting Rehabilitation and Positive Integration Pathways

• Coordinate with competent entities to support opportunities for rehabilitation, training, and capacity building for beneficiary groups.
• Contribute to connecting beneficiaries with suitable opportunities and programs through partners, in accordance with approved controls and pathways.
• Support initiatives that strengthen social and economic stability and positive integration.

Awareness and Strengthening Social Acceptance

• Contribute to building supportive social messaging that preserves beneficiary dignity and promotes the second-chance concept.
• Support awareness initiatives that contribute to strengthening family and social stability.
• Highlight the importance of social and institutional integration in supporting care and empowerment pathways.

Institutional Development and Impact Improvement

• Develop frameworks and general guidance that support improved effort integration and role clarity among partners.
• Monitor the level of activation of partnerships and initiatives in support of continuous improvement.
• Direct efforts toward high-quality, sustainable outcomes that serve beneficiaries and society.
